This cartoon is showing that republicans do not want to get involved with the economy, jobs, poverty, etc. because they believe in limited government, however, they do feel the need to get the government involved in women's rights by limiting their access to free birth control, safe abortions, etc.
This cartoon is demonstrating judicial review. The same thing happened with both books, but the court has the power to decide that one is unconstitutional and the other is not.
